Downloading files from the internet, unable to do so due to Windows updates.

Lately, when I have been getting windows updates, the new update prevents me from downloading any kind of file from sites such as MediaFire of MegaUpload.
What I have been doing is restoring the system to the point before the update, now it's been happening
for so long I can't go back far enough.
My questions are:
- Is there something that can be done on the computer to enable the file downloading to be enabled again?
- Can I stop the updates from coming in if they're going to keep giving me these kinds of problems? Have been downloading files for years, never had a problem until now, have installed no new programs as of late so it appears as though it's just the Windows
updates that's creating the problem.
Any kind of help, suggestions, etc.
would be greatly appreciated, thanks in advance for any kind of help.
My program is Windows Vista, computer is a Compaq Presario CQ50-215NR, not sure of my Internet Explorer version.

Back-up any personal data (none of which should be considered 100% trustworthy at this point) then format the HDD & do a clean install of Windows. Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

To check for Windows updates. Open Windows Update by clicking the Start button , clicking All Programs, and then clicking Windows Update. In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer. If any updates are found, click Install updates.

Install the latest updates for Windows and for the program displaying the error. Note that the update for the program might be listed as an optional update on the Windows Update page.
