cannot enter text into ie9 textbox

I have a problem in IE9
 
I have a form that is held in an iframe in a floating div when the form loads it sets focus to the first active non hidden control in the form this works well when the first control on the form is a textbox you can open the form multiple times with no problems,
but when the first control is a dropdown its works the first time you open the form it sets focus to the dropdown and when you tab the next control which is a textbox it accepts focus and you can type into it all is good.
However if you close that form and
reopen it it sets focus to the dropdown but when you tab to the next control which is a textbox you get no cursor and you cannot type into it.
If you set the onfocus event of the textbox control it fires but no cursor.
I have spent a couple of days looking
at this but no solution as a workaround I have moved the textbox control to the top of form so its the first control that received focus.
This issue is only present in ie9 even in compatibility mode the code has been tested on IE7, IE8, Chrome, Apple Mac Safari,
Firefox
