Default Background for Windows 7 Starter Distorted

I just realized that it is IMPOSSIBLE to change your background with Windows 7 Starter. 

1st - WTF
2nd - When I right clicked on a picture and selected the "set as desktop background"...
it caused the default picture to change.  Now it is zoomed up and looks terrible. 

Please help me fix this.  If I cannot change the background I would at least like to have one that looks decent...
