Can't start Print Spooler, service is not responding to control function.

Hi
I tried to start print spooler using command
net start spooler
But its saying "The service is not responding to the control function".
I tried to find out solution for this and saw microsoft KB saying about Schedlog.txt which I searched and found not available in my windows 7.
I need to use printer which I cant install.
Need support.
