Cant attach files to an E-mail on explorer, safari,or google chrome

I have win7, and for some reason i cant attach any files to any browser, or email type yahoo,live,or gmail.
when i click add attachment, the browser window flashes white, and my files dont popup, PLEASE HELP!!!

Could you check if you’re able to attach the files by booting your computer in Safe mode with networking?
 
Step 1: To check the behavior of the browser while attaching files to emails in Safe mode with networking
a.    Use F8 while restarting the computer.
b.    Under Windows Advanced Boot Options menu, select Safe mode with networking and press Enter.
c.    Once you login to Safe mode, open Internet Explorer and then try to attach files to email to see if you can attach it successfully.
 
 
Step 2: Disable email scanning feature in your anti-virus software
I would suggest you to disable email scanning feature in your anti-virus program and then check if you’re able to attach files to your email
Note: If you’re able to attach successfully, then you need to update your anti-virus software with latest virus definitions and updates.

Make Sure that your Hardware Meets the System Requirements

This error can be due to some configuration requirements for you system. If your computer hardware is not up to par, then make sure you upgrade where necessary before continuing:
