Copying date data range between cells using mouse drag

Hi,
I think this is a bug with Excel.
1.
In column A row 1 add a the date 1/2/2010 00:00:00.
2.
In column A row 2 add the date 1/2/2010 00:15:00.
3.
Select the data in row 1 and 2 using the mouse. 
4.
Drag the mouse down to copy the data to the other rows in column A.  When the date gets to 2/2/2010 01:00:00 it is losing 1 second so the date appears as 2/2/2010 00:59:59.
Not too fussed on a workaround.  Thought someone in M$ might want to know.  Is there anyway to log a bug to Microsoft or do you still have to pay to fix their bugs?

You are quite right.
The bug exists in XL2003, XL2007 and XL2010
It is interesting that the error doesn't occur as you change from 1 day to the next, it always occurs on row 101 and remains constant thereafter.
(the same thing applies if you have an increment of 15 seconds, as opposed to 15 minutes, the error starts at row 101)
The workaround is simply to place in A2
=A1+TIME(0,15,0)
and copy down
I will try to log it as a bug, but don't expect a fix any time soon.

If you failed to fix it, another option is to call Microsoft and walk through the process with a technician. To do this, dial "1-800-936-5700". Explain the error that you received and the steps in the update process during which it was displayed.
