Dell 8300 desktop won't wake up with mouse or keyboard

When system sleeps/hibernates it won't wake up as usual with mouse or keyboard.  If screen is blank for only a few minutes it will revive, but after that you must hold down the power button til it shuts down and the restart.  However, its not like a cold
start.  You see the bios info, but then the screen comes up like you would if it had just been sleeping.

Method 1-
 
You need to follow the steps mentioned below to make sure that the Keyboard and the
Mouse settings are set to wake up the computer from sleep mode-
a)     Open the “Keyboard”
control panel item.

b)     Click the “Hardware” tab, and then click “Properties”.
c)     Click the “Change Settings” button

Note: This step requires Administrator access
 
d)     Click the “Power Management” tab, and then verify that the,”
Allow this device to wake the computer is enabled”.
e)     Click “OK”, and then click “OK” again.
 
Method 2-

You need to update the Graphic Card driver software.
To do so, you need to follow the steps mentioned below –
a) Click on “Start”, Right Click on “Computer” and select “Manage”.
b) Open “Device Manager” and expand “Display Adapters”.
c) Right Click on your driver and select “Update driver software”.
d) Select “Search automatically for updated driver software”.
e) Restart the computer and check if the issue persists.
 
Method 3-

Try performing an in-place upgrade (repair installation).

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your system.
