Backup & Restore wizard no longer working in Windows 7

All the wizards on this screen have stopped working.  Clicking on them just takes me to an explorer view of the C drive.
Any ideas?

1.       Did you make any changes to the computer before the issue occurred?

Method 1: Try to run [System File Checker] SFC scan on the computer which would scan for corrupt system files on the computer

Clean Boot state and check if the same issue occurs.
