Annoying little bar often appears while moving cursor around that stops it or jumps it to another section of document
A tiny little bar with arrows on each side pointing left and right often appears under my cursor while I'm moving it around.
It either stops the cursor or jumps it somewhere down the document.
I can't identify what it is because it disappears almost as
soon as it appears.
Sometimes I do have to hit ESC to get rid of it so I can move my cursor again.
I have a Toshiba laptop and use the internal mouse.
Does anyone know what this could be and how I can turn it off?

The cursor shape you describe (a short bar with an arrow on each end) is the shape that the cursor should automatically change to when it is over the edge of a window that can be re-sized or within some document types when it is over a column header or
something else that can be re-sized. If you hold down on the mouse button and drag the mouse while the cursor is that shape, the item under it should change size as the mouse drags. It will disappear almost as soon as it appears if the mouse is just moving
over the area without the mouse button down because it is no longer over the window edge, column header, or whatever else it is that can be re-sized. It shouldn't prevent your cursor from moving and I'm not aware of any way to turn it off.
Manually editing the Windows registry
