Windows Mail will only send and receive on Opening, then producing an error message
A couple of days ago Windows Mail stopped working properly.
When we initially contacted our internet provider, they confirmed they were down so we waited.
Yesterday they were working again, but our email wasn't.

While troubleshooting, we tried with Norton 360 turned off and it worked, so they told For the last two weeks I've been unable to open any e-mails that are in my Windows Live Hotmail folders. us it was Norton's fault.
We have now removed Norton (both using uninstall & with Norton's online removal program).
Windows Mail will now send & receive on opening, but will Windows 8.1 reset/refresh without Installation Media then I cannot delete programs nor empty recycle bin flash up a 'blank' error message & will not receive email until it is closed & re-opened.
We have tried installing Live Mail, but it will give us an error 0x800ccc0E, Socket 10061 and will not receive email either.
What can we do?
The computer is running Vista, which I know is a problem...but there must be some way to get this to work??
