I wanted to change the Window 7 Starter default wallpaper to a picture I had.
So I looked online and found some instructions (see below); others had commented that they worked so I thought I’d give it a try.
However, after I restarted the computer
and logged on all I saw was a black screen although I could see the arrow key.
I just bought my computer (Samsung N130) on 11.27.09 so I’m sure the only problem is with the wallpaper and nothing else.
How can I fix this?

1.       Step by Step:
1.
Open regedit (aka registry editor; you can access it from the star menu by typing “regedit” in the search box…)
2.
Go to “HKEY_CURRENT_USER\Control Panel\Desktop\” folder and click on it
3.
On the right hand side find there are a bunch of entries.
Find the key named “Wallpaper” and double click on it and put the path of the picture you want as your new wallpaper (example path is “C:\Users\Bob\Pictures\new_wallpaper.jpg”)
4.
Right-click on the “Desktop” folder in regedit that you found in step 2 and click Permissions.
5.
Click “Advanced”
6.
Go to “Owner” tab, highlight your name in the box that says ‘Change owner to’ ( There are only two choices the other is Administrator )… once your user name is highlighted click “OK”
7.
Click on “Advanced” again
8.
Uncheck the button that reads “Include inheritable permissions from the object’s parent”… click “Remove” when prompted
9.
Click “Add”
10.
Type “Everyone” and click “OK”
11.
Check Allow “Read Control” and click “OK”
12.
Click “OK” again
13.
Highlight “Everyone” and check to Allow “Read” and click “OK”
14.
Restart Computer and enjoy new Wallpaper

If you are able to use the computer to make changes I would suggest you to redo all the steps which you did to make the changes and edit all the fields as they were before the modifications affected your computer.
If you are not able to do the modifications in normal mode I would suggest you to boot your system in safe mode and then do the required changes - In Safe mode; you have access to only basic files and drivers.

If this does not resolve the issue I would suggest you to perform a system restore -
The System Restore tool uses restore points to return system files and settings to an earlier point in time.
You can use it to restore the operating system to a point in time in which you did not experience the issue.
Note: When you use System restore to restore the computer to a previous state, programs and updates that you installed are removed.
To do this, there must be a System Restore point at which the logon was successful.
Follow the steps mentioned below to perform system restore –
To restore the operating system to an earlier point in time, follow these steps, you may use method 1 or method 2 as per requirement:
Method 1:
1.      Click

If you are prompted for an administrator password or confirmation, type your password or click
Continue.

2.      In the
System Restore dialog box, click Choose a different restore point, and then click
next.

3.      In the list of restore points, click a restore point that was created before you began to experience the issue, and then click
Next.

4.      Click
Finish.
The computer restarts, and the system files and settings are returned to the state that they were in at the time that the restore point was created.
OR
Method 2:
Insert the Windows Vista or Windows 7 DVD, and then restart the computer.
When you receive the following message, press any key: Press any key to boot from CD or DVD.
Set the following preferences, and then click Next:
Language to install Time and currency format Keyboard or input method
Click Repair your computer, select the operating system that you want to repair, and then click
Next.
Click System Restore, and then click Next.
Click the restore point that you want to use, and then click
Next.
Note Click a restore point that will return the computer to a state where the logon is successful.
After you use the System Restore feature, reinstall any programs or updates that may be removed.
You will not lose any personal documents.
However,
you may have to reinstall programs.
You may also have to reset some personal settings.
Confirm the disks that you want to restore, and then click
Next.
Click Finish, and then click Yes when you are prompted.
When the System Restore process is complete, click Restart to restart the computer.
After the computer restarts, click Close to confirm that the System Restore process has finished successfully.
The computer restarts, and the system files and settings are returned to the state that they were in at the time that the restore point was created.
Use an appropriate method to log on.
For example, log on by using an older password, or log on by using another computer account.

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve black screen after login on windows 7 starter in Windows.

  1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
  2. Now Type or Copy paste "DISM.exe /Online /Cleanup-image /Scanhealth" and hit Enter,
  3. Now again Type or Copy paste this "DISM.exe /Online /Cleanup-image /Restorehealth" and hit Enter.
