buttons on webpages (not the buttons onthe toolbar) do not appear either in outline or word.
That includes this page I am typing into where the outline of the format buttons appear under the "Detaills" heading but there are no words or symbols inside the
boxes.
When I click on the button it works by inserting a bullet or Bold etc.
The only way to find the button is to move the mouse until the 'hand' cursor appears.
I have emptied cache, cookies, allowed compatibility.
This is also a problem in Firefox so it may be a Windows7 (64) setting issue.
I've spent hours on this so your help is appreciated.

I would recommend you to perform clean boot.
Putting your system in clean boot state helps in identifying if any third party applications or startup items are causing the issue.
If yes, you may have to contact the program manufacturer for any updates or uninstall and re-install the program.
